TUI includes an underseat bag and a 55 × 40 × 20cm cabin bag at 10kg on every fare. Whether you have booked a package holiday or a flight-only seat, that cabin allowance stays the same.
The hold allowance is where TUI bookings differ, and it depends on your package rather than a single published rule.

Package allowances vary, typically in the region of 20 to 25kg, and no single bag may exceed 25kg. Your confirmation is the authority — not a general guide, including this one.

Both cabin bags are included
The 10kg cabin limit covers the case and everything in it. A hard-shell cabin case at this size weighs around 2.5kg empty, leaving roughly 7.5kg for contents.
The underseat bag at 40 × 30 × 20cm is deep enough for a small wheeled case, so a two-case combination works well on TUI.
Family travel
On family bookings, one large checked case shared between two people is usually more efficient than two mediums — fewer bags to move, and the weight allowance pools more usefully. Just keep any single case under 25kg.
